You can use liquid latex (eyelash glue)
You can use spirt gum
You can use double sided COTTON carpet tape
Purchase the COTTON (not fiberglass) tape from your local hardware store

XXL size measure about 3 inches
XL size measures about 2 7/8 inches
L size measures about 2 1/4 or 2 1/2 inches

Tassels can be made in the following:
